CE, EPA and Euro V: Emissions Compliance for Export Garden Machinery

MANYU Home Use Heavy Duty Petro Chain Saws

Compliance is the least interesting part of importing garden machinery and the fastest way to lose a container. This is a practical summary of what petrol-powered garden tools need for the main export markets, and what to check before production starts.

The three frameworks that matter

CE marking (European Union)

CE is a declaration that the product meets the applicable directives — for garden machinery, typically the Machinery Directive, the Outdoor Noise Directive and the emissions directive for small engines. The manufacturer issues a Declaration of Conformity and applies the mark.

EPA (United States)

Small off-road engines fall under EPA exhaust emission rules, with a certificate of conformity for the engine family. California adds CARB requirements, which are stricter and separate.

Euro V (European Union, small petrol engines)

Euro V tightened emission limits for small petrol engines and introduced evaporative emission requirements and hand-start provisions. Engines sold into the EU must be within the current stage.

What importers should verify

  • Engine family reference on the certificate matches the engine actually fitted.
  • Model reference on the Declaration of Conformity matches the model on the carton.
  • Labels carry the right marks, in the right place, with the right durability.
  • Manual language matches the destination country, including the safety warnings.
  • Documents travel with the shipment, not by email three weeks later.

Where compliance projects go wrong

The most common failure is a specification change after certification: a different engine, a different bar length, a different guard. Any change that affects the declared characteristics can invalidate the paperwork, and the cost of retesting lands on the importer.

Lock the specification before certification, then treat every engineering change as a compliance event, not a production detail.

Electric and battery tools

Battery products avoid engine emissions rules but pick up others: the EMC directive, the Low Voltage Directive where applicable, battery transport rules for lithium cells, and in the EU the battery regulation on marking and recycling. The paperwork is different, not absent.

Frequently asked questions

Can a CE certificate cover several models?

Sometimes, when the models share the same engine family and safety-relevant components. The certificate has to list them explicitly.

Do I need a separate certificate for each engine size?

Yes. Emission certification is per engine family, not per finished machine brand.

Who is responsible if the paperwork is wrong?

The importer is the economic operator placing the product on the market, so the responsibility sits with you. That is why verification before production matters more than any promise in a quotation.

A checklist for the first order

  1. Confirm the destination market and the applicable frameworks.
  2. Get the engine family reference and certificate from the supplier.
  3. Check the Declaration of Conformity model list.
  4. Confirm labels, manual language and packaging declarations.
  5. Agree the document set and who sends what, by when.

Every chainsaw and petrol model we export ships with its conformity documents, and we confirm the engine family before quoting. If you are entering a new market, tell us the destination and we will confirm what is required.
